Founded in 1990, the Russian Academy of Engineering is a scientific institution with significant international academic influence and an all-Russian public organization, formerly known as the Soviet Academy of Engineering, and an inter-industrial scientific institution jointly established by the Russian Academy of Sciences, the Russian Ministry of Engineering and Science, the Ministry of Defense and the Aerospace Agency. There are more than 1,500 academicians, including more than 100 foreign academicians. Foreign academicians are elected by the meeting of the Presidium of the Russian Academy of Engineering through public voting by a simple majority from among foreign scientists who have made significant achievements in the fields of science and technology, including a number of academicians and scientists from both Academies, including the former President of the Chinese Academy of Engineering, Song Jian, Xu Kuangdi and the current President, Li Xiaohong.

He has been engaged in scientific research in the field of laser intelligent manufacturing for a long time, and has carried out international scientific and technological cooperation with Russia, the United States and other countries, presided over and was approved the Zhejiang-Russia (Wenzhou University) ultrafast laser processing international cooperation joint laboratory. He has undertaken more than twenty national and provincial projects such as the National Key R&D Program and the Key Project of National Natural Science Foundation of China, won more than ten awards such as China Patent Gold Award, the First Prize of Science and Technology Award of Zhejiang Province, the First Prize of Innovation Award of China Invention and Entrepreneurship Award, etc. He has authorized 55 invention patents, two of which are authorized invention patents of the United States, and published more than 170 academic papers, including more than one hundred SCI papers.
He insists on topping the sky and serving the local industry. Leading the laser and optoelectronic research team, in 2017, he cooperated with the local government to establish an independent legal entity: Wenzhou University Institute of Laser and Optoelectronic Intelligent Manufacturing, as the chairman and chief scientist, becoming the "leader" of Wenzhou University to serve the local industry. After more than 5 years of efforts, the Institute has undertaken more than 50 projects such as the National Key R&D Program and Zhejiang Province's "Pioneer" Program; authorized more than 180 invention patents and transferred 70 achievements; incubated 23 science and technology enterprises including national high-tech enterprises and small and medium-sized enterprises, and established close cooperation with more than 160 enterprises. He has presided over and completed the research and practice project of new engineering of the Ministry of Education, and edited 5 textbooks, among which "Introduction to Industrial Engineering" was awarded the "13th Five-Year Plan" national key publication, "13th Five-Year Plan" new form textbook of Zhejiang Province, "13th Five-Year Plan" excellent textbook of Zhejiang Province, and "13th Five-Year Plan" excellent textbook of Zhejiang Province.
