The invention relates to a method and a device for strengthening plane of mortise bottom of airplane blade by laser shock. According to the geometric characteristics of mortise bottom, a light path transformation system is adopted to change the circular light spot of laser beam into a strip light spot with high power density, and at the same time, two end faces of mortise bottom are respectively provided with a diversion jet device and a water pumping device to realize laser shock strengthening of plane of mortise bottom by a uniform and stable water constraint layer. The method can effectively avoid the' plasma shielding' effect and the uneven and unstable phenomenon of the water confinement layer, ensure the quality of the mortise bottom plane reinforcement, and can be applied to the plane reinforcement of the mortise bottom of aircraft blades.
